Parallel Session III of China Quality Conference Held in Hangzhou

From September 16 to 17, the 4th China Quality Conference was held in Hangzhou, Zhejiang Province. The theme of conference is "Quality Evolution, Digital Empowerment, Green Development, Global Synergy". Chinese President Xi Jinping sent a congratulatory letter to the general assembly of CQC. On the afternoon of September 16, parallel session III of China Quality Conference held at Hangzhou International Expo Center, more than 230 experts and entrepreneurs in carbon neutrality and carbon emissions peak related industries exchanged and discussed around the theme of "Standardization on carbon emission peak & neutrality and sustainable development". As the leading organizer designated by SAMR, ISSCC held this forum with multiple agencies.
Carbon emission peak means that carbon dioxide emissions will not increase and gradually decrease after reaching the peak. Carbon neutralization refers to the total amount of greenhouse gas emissions directly or indirectly generated within a certain period of time, and then offset the carbon dioxide emissions generated by itself through plant afforestation, energy conservation and emission reduction, so as to achieve "zero emission" of carbon dioxide. In September 2020, Chinese President Xi Jinping put forward at the seventy-fifth session of the UN General Assembly: "China will enhance the state's independent contribution and take more effective policies and measures. Our CO2 emissions will strive to reach a peak by 2030, and strive to achieve carbon neutrality by 2060." The parallel session III of China Quality Conference mainly focuses on China's goal of achieving emission peak and carbon neutrality, helps the top-level design and overall planning of carbon neutralization with quality infrastructure such as standardization, shares international standards and leading experience, promotes the systematization and standardization of China's advanced model of carbon neutralization and becomes an international model, and promotes the comprehensive and sustainable development of carbon neutralization. Before the opening of this forum, the guests first watched the short film of "sustainable and high-quality development to achieve carbon neutrality". The guest speech of the forum was presided over by Dr. Liu Hongsheng, President of China Institute of standardization. Mr. Liu Yanhua, director of the National Climate Change Expert Committee, former deputy minister of Chinese Ministry of Science and Technology, Counsellor of the State Council, made a speech on the theme of "China needs to work extremey hard to achieve carbon neutrality and carbon emissions peak". Mr. Liu pointed out that addressing climate change is a non-traditional security issue facing mankind. China has incorporated carbon emission peak and carbon neutrality into the development of ecological civilization as an important direction to promote the green recovery of the world economy.
Speech by Mr. Liu Yanhua Dr. Shu Yinbiao, president of International Electrotechnical Commission (IEC),Chairman of China Huaneng Group Co. LTD., Academician of Chinese Academy of Engineering, delivered a speech on the theme of "Key Paths and Measures for Low-Carbon Transformation in Power Industry", emphasizing that low-carbon transformation of energy and electric power is an important basis for realizing the dual carbon goal. We should adhere to breaking first and building later, and promote the green transformation of production and consumption on the premise of ensuring energy security. It’s significant to build a clean, low-carbon and efficient energy system and promote it from the path of cleaning, electrification, digitization and standardization.
Speech by Dr. Shu Yinbiao Dr. Jiang Yi, academician of Chinese Academy of Engineering, member of National Expert Committee on Climate Change, president of China Energy Conservation Association, made a video speech entitled "Establishing Scientific Carbon Emission Liability Accounting is the Basis of Achieving the “Dual Carbon” Goal", introduced the concepts of direct carbon emission, indirect carbon emission and carbon emission responsibility. Dr. Jiang put forward the principles of designing carbon emission responsibility sharing methods and two methods of responsibility sharing, including tracking carbon emissions and benchmark value method in all links of the whole process.
Video speech by Dr. Jiang Yi Dr. Qiu Baoxing, academician of the International Eurasian Academy of Sciences, former deputy minister of the Ministry of Housing and Urban-Rural Development of the PRC, board chairperson of the China Society for Urban Studies, delivered a speech on the theme of "Path analysis of carbon emission reduction in three common areas of cities". He pointed out that cities are the protagonists of man-made greenhouse gas emissions, and urban carbon emission is related to five areas of industry, carbon sink (rural agriculture), construction, transportation and waste treatment (municipal).
Speech by Dr. Qiu Baoxing Mr. Zhang Gang, former State Council Counsellor, vice director of National Industrial Foundation Expert Committee, vice director of Standardization Expert Committee of China, delivered a speech on the theme of "NQI needs to be integrated and developed to achieve carbon neutrality and carbon emission peak". Mr. Zhang mentioned that China has accelerated the development of NQI system supporting the carbon emission peak and carbon neutrality goals. Under the top-level design scheme of carbon peak carbon neutralization "1 + n" policy system, an action plan is being formulated to establish and improve the carbon emission peak and carbon neutrality standard measurement system.
Speech by Mr. Zhang Gang Dr. Bernard Gindroz, chairperson of ISO/TC268 and ISSCC, titled "Carbon Neutrality and Sustainable Development in Smart Cities", and Ms. Maren Kornmann, executive member of European Energy Award, titled "How the EEA supports cities on their pathway towards a sustainable energy and climate future" Mr. Michael Mulquin, chair of the smart city system committee (IEC/SyC SmC) of IEC and senior expert of ISSCC, made video speeches on the topic of "Creating the map for the journey to Net Zero". Dr. Gindroz pointed out that cities are the key to achieving net zero emissions. About 70% of global emissions come from cities. Achieving the goal of carbon neutrality requires us to change regulations, methods and tools, and be willing to go beyond existing schemes and habits. ISSCC encourages all cities to take the lead in implementing the international standard of ISO37101 management system, take the standard as the pillar of smart, flexibility and sustainable development of all cities, formulate long-term vision and objectives, set purposeful strategies and road maps, and implement action plans through continuous process improvement to ensure effective and optimized impact. As chair of ISSCC, Dr. Gindroz also highly affirmed China's participation in the international standardization of sustainable development, especially the contribution from Chinese member cities of ISSCC.
Video speech by Dr. Bernard Gindroz Ms. Kornmann emphasized in her speech that local governments played a key role in mitigating climate change. In order to deal with global warming, all localities must take targeted actions and formulate responsible and sustainable energy and climate policies. But at the same time, the ultimate and most important thing in mitigating climate change and adapting to its impacts is not the action plan, but the actions implemented. Video speech by Ms. Kornmann Mr. Mulquin proposed to deal with the following two key areas, namely, reducing energy use and reducing the carbon content of commodities used in the built environment.. The process of urban decarbonization is becoming a global priority, which needs to give full play to the role of standardization and promote the joint efforts and actions of all parties. The development of international standards needs to consider the emission reduction needs of various fields and paths, and all parties need to work together to formulate international standards.
Video speech by Mr. Mulquin Mr. Hu Zhongming, secretary of the Party Committee and President of Zhejiang Energy Group Company; Ms. Lin Ling, president of the Institute of Resources and Environment of China Academy of Standardization, and Mr. Xie Zhaoxu, director of China Quality Certification Center, provided advice for China to achieve the goal of carbon emission peak and carbon neutrality from their respective research fields on energy structure transformation, top-level design of standardization and quality conformity assessment.
Speech by Mr. Hu Zhongming, Ms. Lin Ling and Mr. Xie Zhaoxu Ms. Shao Xinhua, secretary general of ISSCC, was the host of round table dialogue of the forum. Mr. Liu Ying, secretary of Shangcheng District Committee of Hangzhou City, Mr. Gao Jianzhong, vice chairman and secretary general of China Association for Standardization, Mr. Li Xinchuang, secretary of the CPC Committee and Chief Engineer of China Metallurgical Industry Planning and Research Institute, Mr. Chen Guoqing, deputy secretary of the Party committee and vice president of China Building Materials Association, and Mr. Zhang Tianren, secretary of the Party committee and chairman of Tianneng holding group, shared the development direction of technical measures required by their respective industries to achieve the carbon emissions peak and carbon neutrality goals and the layout of local governments to achieve the low carbon goals.
Round table dialogue ISSCC is committed to policy mutual sharing, standard co-development and win-win cooperation among the members of the club, so as to lead the direction and standards of sustainable development in global cities. Achieving green, low-carbon and sustainable development is the common vision of all cities in the world. In the context of the carbon emissions peak and carbon neutrality goals, ISSCC will continue to implement the new concept of low-carbon development with international standardization, explore new measures and standards for urban governance, and contribute to the global common realization of the carbon neutrality goal with sustainable development.
