Open Webinar on ISO 37111 for smaller towns and cities successfully held

On October 19, the open webinar on ISO 37111 for smaller towns and cities was successfully   held. The webinar was hosted by ISO/TC268, SAC/TC567, the Management Committee of China-Singapore Tianjin eco city, a member of ISSCC. The ISO37111, a international standards for sustainable development of cities, towns, counties and blocks was discussed on the meeting, and more than 100 representatives from 16 countries attended the conference.

ISO 37111 international standard is the first international standard in the field of urban and community sustainable development in China. It is of great significance for small and medium-sized cities or towns to realize sustainable development step by step. The purpose of this exchange meeting is to further promote the development of"ISO 37111: sustainable development of urban / urban / county / block - ISO 37101 phased flexible implementation guide" International standard, soliciting the needs and standardization cases of global stakeholders. The theme of the webinar was to share and exchange the achievements of sustainable development of small and medium-sized cities, and discussed the standardization cooperation of standards in promoting sustainable development of small and medium-sized cities and towns and sustainable development among cities.

Speech by Mr. Zhang Hongfei

In his speech, Zhang Hongfei said that the National Standardization Development Outline recently issued by Chinese government proposed to promote the standardization of new urbanization as one of the important tasks. In 2017, China approved the establishment of the National Standardization Technical Committee for sustainable urban development (SAC/TC567) as mirror committee of ISO/TC268. We are committed to supporting sustainable urban development through standardization. ISO 37111 is an international standard in the field of sustainable urban development put forward by China. It is developed around the characteristics and development needs of urban areas, towns, counties and blocks, so as to promote the sustainable development of urban areas, towns, counties and blocks around the world. We hope that experts, representatives and pilot cities will take this opportunity to share experience and contribute knowledge to the smooth development of ISO 37111.

Speech by Dr. Bernard Gindroz

Dr. Bernard Gindoz introduced in his speech that ISO/TC268 is committed to supporting urban sustainable development. At present, 31 international standards have been published and 18 are under development. China-Singapore Tianjin eco city has made outstanding contributions to ISO /TC 268 standards, participated in the experiment of ISO 37101, and provided a demonstration for the application of global urban standards. He hopes to contribute diversified management experience to meet the needs of standards and contribute to the development of global cities Cities, towns, counties and neighborhoods contribute to better and faster sustainable development.

Mr. Wang Xuewei first thanked all the guests for their participation. He said that China Singapore Tianjin eco city has successively participated in the pilot work of ISO 37101 and the pilot work of ISO 37104. In his speech, Mr. Chris Brown mentioned that he had witnessed excellent cooperation between China and the UK in many fields, and the sustainable development of cities and communities launched in December 2020 was one of the highlights. The business environment standardization project of the China UK prosperity fund is a key project of the British government, and international standardization is the core. Finding a path of sustainable development for small and medium-sized cities is also the primary task of China and the UK. It is hoped that China and the UK will continue to cooperate in relevant fields and jointly contribute to sustainable urban development in the future.

In the keynote speech session of the conference, experts from all over the world gave special speeches on topics related to the development and application of urban sustainable development standards, which aroused strong repercussions and discussions.

Yang Feng, Secretary of SAC/TC567, spoke of "implementation and application of international standards for sustainable urban development in China". He systematically introduces the implementation and application of international standards for sustainable urban and community development in China. It is reported that China has put forward the framework of urban sustainable development standard system since 2011. Corresponding to international standards, seven national standards have been issued in relevant fields. Mr. Farabi Yussoff, director of smart city of the Ministry of housing and local government of Malaysia, gave a keynote speech on "experience of smart sustainability indicators in Malaysia and its relationship with small and medium-sized cities", introducing and sharing the implementation and experience of smart sustainability indicator system in small and medium-sized cities in Malaysia.

Speech by Er. Tan Seong-chuan

Er. Tan Seong-chuan, a representative of Singaporean enterprises TEMBUSU Asia recommended by the Ministry of national development of Singapore, made a "toughness improvement of sustainable cities" at the meeting and introduced Singapore's experience in resilient cities.

Hassan Ndishaw, chairman of the Technical Committee for sustainable cities and communities of Kenya standardization agency, gave a keynote speech entitled "how standards help small towns and cities become sustainable", and shared Kenya's standardization work, especially the work and experience of improving the sustainability of small towns and cities through standardization.

Tan Jing, director of Green City Institute of China Academy of planning, takes "exploration of small and medium-sized cities under the guidance of green and low carbon" It introduces the current core task of sustainable development in China, the development process of green city construction in China and the concerns of green city construction, introduces the practices and experiences of green construction in different types of cities such as xiong'an new area, Jingdezhen urban area and Dongping County by way of examples, and introduces the achievements of the Central Planning Institute in the green and low-carbon development of small and medium-sized cities We hope to strengthen in-depth cooperation with experts from various countries in relevant fields in the future.

The second session of the meeting was chaired by Dong Fengshan, convener of the working group on publicity, implementation, exchange and promotion of the ISO/TC268. Mr. Pasquale Capezzuto, chairperson of the Technical Committee for sustainable cities, communities and infrastructure of the Italian standardization agency, explained the application of ISO 37111 principle to sustainable cities in Italy. He said that Italy is dominated by small and medium-sized cities, ISO 37111 is very important to promote the sustainable development of small and medium-sized cities, and the Italian standardization agency attaches great importance to the development and application of the standard.

Paul Sulin, global director of engineering, construction, operations and BIM of IBM consulting / Chairman of European construction product digitization working group / CEN / CENELEC & ISO technical expert, on "how standards can help small towns and cities become more sustainable" He said that standards can help cities develop more sustainably, help cities realize different values through different technologies, standard applications and digital tools, and truly benefit urban residents.

Nick Taylor, head of Kendall vision UK, introduced in detail the main project contents and specific practices of "Kendall vision UK" at the meeting. Raffaella Gueze, representative of the Italian AGENDA21 Cities Alliance / convener of the working group of the Technical Committee on sustainable cities, communities and infrastructure of the Italian standardization agency, shared the "Italian way of public participation" This keynote speech believes that the key to the success of improving cities and making them more sustainable lies in citizen participation. Participation can promote the cultural road of common development. Through rules, respect for diversity, listening and mutual trust, the public can establish a harmonious relationship of mutual trust with their own communities.

Tian Yongying, deputy director of the science, technology and industrialization development center of the Ministry of housing and urban rural development, made a speech on "starting from the end, indicators leading urban sustainable development" The keynote speech introduced the important role of the indicator system in leading urban sustainable development and China's exploration in exploring the indicator system in leading urban planning and construction. Jose Augusto, representative of Brazilian standardization agency, introduced "ISO 37111 - management concept of sustainable development of small cities and communities - Brazilian practice" , Brazil attaches great importance to the development of small and medium-sized cities and towns and takes them as the focus of sustainable development. Brazil has a lot of experience in the implementation of ISO / tc268 series standards. The government has used ISO 37120 as a reference since 2017. So far, 35 indicators in ISO 37120 have been used. Brazil's initiatives on sustainable development also include the green development initiative launched in 2007 Blue plan, which guides local governments' public policies to develop in the direction of their own environment, urban strategies and policies.
