APEC Webinar: Smart City Standards against PHE

On August 29, 2022, the Asia Pacific Economic Cooperation (APEC) International Seminar "sustainable development of cities and communities - Case study and promotion of the application guide of smart city operation model to respond to urban public health emergencies" was held online. Representatives of more than ten countries gathered together to discuss international standards to help prevent and control the epidemic in smart cities. ISSCC attended the conference. The conference mainly focused on two international standards: ISO / TR 37112 "sustainable development of cities and communities - best practice cases of smart city operation model effectively responding to public health emergencies" and ISO 37113 "sustainable development of cities and communities - Guidelines for smart city operation model effectively responding to public health emergencies". The purpose of this meeting is to solicit excellent cases from all over the world, including APEC member economies, to explore how to help respond to public health emergencies with standards, and to accelerate the development of two ISO international standards. The meeting attracted experts from Britain, France, Japan, Australia, Indonesia, Malaysia, South Korea, Vietnam and other countries, as well as representatives from China National Standardization Management Committee, China Institute of standardization, standard drafting group, Beijing, Tianjin, Shandong, Jiangsu, Hangzhou, Nanjing and other provinces and cities, with a total of nearly 50 participants.
Ms. Sun Wei of the social management and public service division of the Standardization Technical Management division of SAC and Mr. Bernard Gindroz, chairman of the ISO/TC268 and ISSCC addressed the meeting. In her speech, Ms. Sun Wei said that since the outbreak of the covid-19 epidemic, all countries in the world have suffered a lot, and each country is facing unprecedented challenges. As a universal language, standards can provide corresponding technical support for COVID-19 prevention and control. At this meeting, experts are expected to actively share their valuable experience in dealing with COVID-19 and the experience and achievements of smart city technology in combating the epidemic, so that countries around the world can better cope with the impact of the epidemic.
Mr. Bernard Gindroz mentioned in his speech that the rapid spread of the COVID-19 epidemic around the world has exposed the vulnerability of countries in the world in the face of unexpected situations and extreme events. In order to prevent similar situations from happening again, we can share successful experiences through cases. He said that this meeting will provide reference for promoting the development of ISO / TR 37112 and ISO 37113. He thanked the National Standardization Commission of China, the British standardization organization and APEC for their positive actions in the standardization development of the ISO/ TC 268. In the keynote segment of the conference, experts from all over the world made keynote speeches or case sharing on sustainable development of cities and communities, epidemic prevention in smart cities, etc., which aroused strong reactions and discussions. Among them, Mr. Chris Parker, convener of the fourth working group of ISO/TC 268, introduced the standard frameworks of ISO/TR 37112 and ISO 37113. ISO/TR 37112 focuses on how urban authorities, urban suppliers and urban stakeholders improve the effectiveness of their COVID-19 epidemic management by using intelligent data, intelligent technology and intelligent working methods; ISO 37113 proposes guidelines for smart cities to respond to public health emergencies based on case study results.
Mr. Biatna Dulbert Tampubolon from Indonesia introduced Indonesia's work in responding to the epidemic based on ISO / TR 37122. He shared the concept of smart city and relevant national standards of Indonesia. He said that the COVID-19 epidemic had an impact on the city's education, sports and culture, telecommunications and other aspects. Relevant comparative studies in these fields through smart city standards are of great significance to the promotion of ISO / TR 37112 and ISO 37113.
Ms. Yang Lina, from the Aerospace Information Innovation Research Institute of the Chinese Academy of Sciences, shared the epidemic management map of the Sino Singapore Tianjin eco city from three aspects: background, epidemic distribution map, effectiveness and reflection, and said that the epidemic management map had played a very effective role in the prevention and control of COVID-19. As a cooperative project between the Chinese and New Zealand governments, China Singapore Tianjin Eco-city has developed into a global ecological and intelligent demonstration new city since 2008.
Mr. Dong Shanfeng, an expert of the standard drafting group, gave a speech and gave a detailed interpretation of the two international standards, as well as the global case collection and questionnaire.
Finally, Dr. Yang Feng of China Institute of Standardization made a concluding speech. He called on experts from all over the world to actively share practical cases and fill in relevant questionnaires, and hoped that countries would establish good communication and contact. The successful convening of this meeting has made important progress in expanding the influence of ISO international standards, further enhancing the consensus on using standards to help smart cities fight the epidemic within APEC economies, and practically promoting the development of two ISO international standards. |
