New publishing by ISO - the first ISO standard for sustainable business districts

Recently, the world's first international standard in the field of sustainable development of business districts -- ISO 37108 "sustainable cities and Communities - business districts - guidance for practical local implementation of ISO 37101 " developed by ISSCC member cities and agencies was officially published. This standard is a significant achievement of international standardization cooperation between China and France. It will help promote green development, improve the business environment, serve the real economy, promote industrial cooperation, help the sustainable development of business districts, and lead the high-quality development of cities.


In September 2015, with the support of SAC, AFNOR, CNIS, Beijing Future Science City and Velizi in Paris signed the "Letter of Intent for Standardization Cooperation on Sustainable Development of Business Districts between China and France". On this basis, China and France established a China-France working group and an overall work plan, and determined the working mechanism of the China-France joint working group meeting to develop standards.



After two expansions, the Sino-French Joint Working Group has continuously included many Chinese and French organizations, such as the Municipal Association of Versailles in Paris, France, Hangzhou Central Business District, Wuhan Donghu High-tech Development Zone to experiment the draft standard, so as to verify the feasibility of the standard. During the process, we also conducted multiple rounds of exchanges with international business districts such as Lyon Business District and Millennium Business District in France, Hamburg Port, Barenfeld Science Park in Hamburg to ensure the usability of the standard for users. After eight working group meetings in the past four years, a Sino-French mutual recognition standard and a Sino-French joint draft were formed. In April 2019, a new proposal was put forward in ISO/TC 268 Technical Committee on Sustainable Urban Development and voted through. Officially approved ISO/NP 37108. Experts from all countries worked together, went through the Working Group Draft (WD), committee draft (CD) and Draft International Standard (DIS) stages, and officially initiated the final Draft International Standard (FDIS) vote in June 2022. The vote passed smoothly on August 6, and the final draft International Standard (FDIS) entered the publication stage.


During the period of Sino-French business district standardization cooperation, three standardization forums on Sustainable development of business districts have been held to promote exchanges and cooperation between Chinese and French enterprises.


Cities are the main battleground for the global implementation of the 2030 Sustainable Development Goals, and business districts are the most dynamic areas in cities. Only innovative and dynamic international standards that serve the real economy can meet the needs of development. With this principle, to serve the real economy as the core, fully considering the business district the related parties and the planning and design, construction, implementation and operation of different stages, such as the promotion of green building requirements, continually review and improve the economic, social, environmental, infrastructure, governance performance, optimize the environment of doing business, Thus comprehensively enhance the level of sustainable development of the business district.


ISO 37108 fully embodies the case data and experience of Beijing Future Science City, Hangzhou central business District, Wuhan Guanggu Central City and other business districts in China, contributing Chinese solutions and Chinese wisdom to the sustainable development of global business districts. The implementation of the sustainable development management system will bring good economic, social and environmental benefits and other long-term benefits to the business district. ISO 37108 is applicable to all kinds of business districts and other areas with similar industries and functions in the city, which will have an important guiding role and practical significance for the high-quality development of more cities.
