Global Forum on Good Practices of Carbon Neutrality and 2022 ISSCC General Assembly Held

On November 22, 2022, the 6th plenary meeting of the International Conference on Good Practices of Carbon Neutrality and 2022 ISSCC general assembly was held in Hangzhou.


The ISSCC is an international standardization organization proposed and supported by international and domestic standardization organizations such as ISO, UNEP, SAC and AFNOR. In June 2017, an international standardization organization was initiated and launched by the government heads of 16 cities around the world in Hangzhou. and France, the Alliance now has 39 members, including 22 international cities from the UK, France, Russia, Brazil and other countries and 17 Chinese cities including Beijing, Tianjin, Guangzhou, Shenzhen, Hangzhou and Chengdu.


On October 19, 2019, ISSCC held an international seminar on "Future Communities, Standards First", which empowered the international standard of sustainable development of Hangzhou's future community creation project. "On September 16-17, 2021, the China Quality Conference was held in Hangzhou, and ISSCC was responsible for leading the conference. "The International Forum on Carbon Neutral Standardization and Sustainable Development, which brought together 9 academicians and 12 national leaders from steel, building materials, energy and other fields to share the latest international and domestic theories and practices. The forum showcases the "carbon emission peak and carbon neutrality" development achievements of ISSCC member cities.


In order to practice the low-carbon goal of the United Nations, actively promote the research of the classic cases of carbon peak and carbon neutral sustainable development at home and abroad, and propose the Chinese solution of "double carbon" to the world, the International Organization for Standardization Technical Committee on Sustainable Development of Cities and Communities (ISO/TC268), the China National Trade Promotion Association (CCPNT) and the National Urban Sustainable Development Council (NCSDC) are working together to promote the sustainable development of cities. CCPNT, the National Technical Committee for Sustainable Urban Development (SAC/TC567), and ISSCC jointly organized the International Conference on "Carbon Neutral Case of Carbon Summit" and the 2022 Global Sustainable Development Standardization Cities Alliance Conference. The ISO/TC268 Decision-making Committee and the French National Organization for Standardization (AFNOR) decided that the "Carbon Neutral Case" Sustainability Forum would be the only venue in China for the ISO/TC268 Global Annual Conference.

The afternoon started with the 6th plenary session of the ISSCC, where Bernard Gindroz, Chairman of ISO/TC268 and ISSCC, recognized the deep involvement of ISSCC alliance cities in international standards for sustainable development, and particularly praised the Hangzhou Central Business District and the Sino-Singapore Tianjin Eco-city for their leadership in international standards and pilot projects.


The ISSCC Secretariat reported the annual work of the Alliance to the General Assembly and looked forward to the next year's plan. Representatives from Qingdao, Madagascar, Xiaoyi of Shanxi, Hangzhou Central Business District and other members of the Alliance shared their experiences.


On the International Conference on Good Practices of Carbon Neutrality, Dr. Tang Wanjin, Vice President of China National Institute of Standardization, introduced the newly released national carbon neutral standard measurement system. Zhang Yiwen, deputy director of Zhejiang Provincial Market Supervision Bureau, shared the layout of international standardization, sustainable urban development and "double carbon" in Zhejiang Province under the leadership of the concept of "green water and green mountain is golden mountain". Hong Ming, Chairman of Hangzhou Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), introduced the situation of Shangcheng District, and introduced the early and pilot implementation of "double carbon" in Shangcheng District.

In his speech, Dr. Bernard Gindroz, Chairman of ISO/TC268, pointed out that cities are the key to achieving net zero emissions, and that achieving carbon neutrality in cities requires changes in regulations, methods and tools, as well as a willingness to go beyond existing programs and habits. The ISSCC encourages all cities to take the lead in implementing the ISO 37101 management system international standard as a pillar of smart, resilient and sustainable development for all cities, setting long-term visions and goals, setting strategies and roadmaps with purpose, and implementing action plans through continuous process improvement to ensure effective and optimal impact. The Chairman also gave high recognition to China's participation in international standardization work on sustainable development, especially the contribution of ISSCC Chinese member cities.

Afterwards, the conference awarded a plate to Hangzhou CBD and Xiaoyi city of ISO37101 International Standard Pilot Project. The "Carbon Summit Carbon Neutral Sustainable Development Case 2022" , which was jointly collected and compiled by ISSCC, together with ISO/TC268 and SAC/TC567, was officially released.


President of China National Trade Promotion Association, Mr. Lan Jun, gave a keynote speech with the theme of "One Country, One Product, Two Carbon Ways". The selected cases, Shenzhen, Sino-Singapore Tianjin Eco-city, Meituan and Xizi Clean Energy, introduced their respective pioneering measures and long-term plans for energy saving and carbon reduction as cities, communities and service and industrial enterprises.

Dr. Yang Feng of CNIS shared the implementation of international standards for sustainable development in China and the newly initiated international standards by ISSCC Alliance Cities. Dong Shanfeng, an expert of the Alliance Technical Committee, introduced the technical report of ISO/TR37115 Near Zero Carbon Cities initiated by domestic cities.


Under the guidance of the UN 2030 Sustainable Development Goals, the ISO International Standard System for Sustainable Development and the concept of "green water and green mountains are golden mountains" proposed by President Xi Jinping, ISSCC has led the member cities in China to implement ISO/TR37115 in Beijing Future Science City, Sino-Singapore Tianjin Eco-city, Hangzhou Qianjiang New City, Wuhan East Lake and Shanxi Xiaoyi. The pilot and demonstration zones of ISO37101 international standards in Beijing Future Science City, Tianjin Eco-city, Hangzhou Qianjiang New City, Wuhan East Lake New District, Shanxi Xiaoyi, etc. have produced a number of classic cases of sustainable development with global local and Chinese characteristics, which have been upgraded to international and national standards. On the basis of international standard pilot projects, ISSCC has guided Beijing, Tianjin and Hangzhou to lead international standards, output Chinese models, and realize the mutual transformation of international standards and national standards. In the past five years, ISSCC has led its member cities to publish three international standards, five under development, and eight national standards, four under development, and is committed to guiding Chinese and global cities to participate in the international standardization of sustainable urban development, and to make unremitting efforts to achieve the goal of sustainable development with high standards and quality globally.
