ISSCC member city: China-Singapore Tianjin Eco-city on the path of High Quality Development

The China-Singapore Tianjin Eco-city, as one of the initiative members and ISO37101 pilots, has implemented the Deployment of the Binhai New Area's High Quality Development Support and Leading actions, and has organised and formulated the Tianjin Eco-city High Quality Development Support and Leading Actions Program while planning, studying, drafting and acting. The Action Plan proposes 84 initiatives in 16 categories to promote high-quality development and build a city of ecology, wisdom, openness and happiness that is pleasant to live, work, play and enjoy.

Recently, the Tianjin Municipal Development and Reform Commission and the Municipal Bureau of Ecology and Environment announced the 2023 Tianjin Low Carbon (Zero Carbon) Excellent Application Scenario Cases. 28 cases were selected from across the city, including four cases from the Eco-city. The Eco-city's "Ultra-low Energy Passive House", "Zero Energy Building Exhibition Centre", "Low Carbon Smart Operation of Community Centre" and "Smart Vibrant Community " were selected from 113 cases across the city, demonstrating the new effectiveness of the Eco-city's green and low-carbon development.

It is an important task in the Action Plan to be a pioneer in the Carbon Neutral Strategy and to innovate and explore a high-quality development path of "ecological priority, green and low-carbon". The "Double Carbon" Action Plan, which is currently being prepared by the Eco-city in collaboration with a national consulting team, is scheduled to be released in the near future, with innovative low-carbon development models in four key areas: energy, buildings, industry and transportation. As a pilot project for ecological product value accounting in Tianjin, the Eco-city is studying and formulating a methodology for ecological product value accounting in the Eco-city, planning in advance the path to ecological value realisation and value-added space, and striving to contribute to a typical case study of the mechanism for ecological product value realisation in Tianjin. In addition, the Eco-city has formulated and launched the implementation measures for the recognition of "zero-carbon demonstration units", which cover buildings, factories, industrial parks, communities, restaurants, hotels, supermarkets and tourist attractions. Those who are recognised as "zero-carbon demonstration units" can enjoy a series of green and low-carbon incentive policies, thereby promoting green and low-carbon development of high quality. According to the development target set out in the Action Plan, by 2027, the Eco-city will maintain a national leading level of carbon emission intensity per unit of GDP.

To continue to build an upgraded version of the Eco-city, the Action Plan focuses on the green environment, green buildings, green industries and green living, and specifies key tasks. In highlighting the green environment, we will continue to implement the construction of ecological shorelines and promote the completion of key projects such as the North Causeway Ecological Corridor; we will continue to promote the construction of green parks and maintain a green coverage rate of over 50% in the built-up area by 2027. In terms of highlighting green building leadership, we will continue to improve the construction of green building standards system, promote the implementation of near-zero energy consumption technology and ultra-low energy consumption standards, promote the application of green building materials, explore the application of intelligent construction technology, and maintain a 100% green building ratio. In highlighting green industry leadership, we will accelerate the increase in production and capacity of FAW Toyota's new energy plant, focus on automotive electronics and intelligent networking, and promote the extension and integration of the upstream and downstream industry chains, while deepening cooperation with Singapore to plan for the import of green and low-carbon technologies and industrial links such as research and development and manufacturing. In terms of highlighting green living leadership, we will create ecological stations for waste classification and high-quality communities for waste classification, fully build an integrated solid waste management system and an internal and external collaborative system, and construct a waste-free ecosphere; actively create green communities, green families and green schools, so that green living will become a new civilised trend.

As a pilot national smart city construction and a permanent showcase base of the World Smart Conference, the Eco-city insists on application first, launching 42 smart application scenarios such as smart community, smart transportation, smart tourism and smart Yinfa platform, so that smart life is within reach and shared by everyone. At the same time, it focuses on industries that focus on human intelligence as productivity and human health and happiness, providing rich scenarios for technological innovation and promoting the integration and development of smart city construction and smart technology industries.

It is clear from the Action Plan that the Eco-city will continue to vigorously develop smart industries and the digital economy, promote the upgrading of smart urban management, stimulate innovation and entrepreneurship, and create an innovative version of the smart city. In terms of wisdom industry demonstration, a list of wisdom scenarios will be released, and enterprises will be recruited to "unveil their names" to attract cutting-edge smart technology enterprises to settle in the city; at the same time, the national "double wisdom" pilot construction will be promoted, a "car city At the same time, we will further promote the construction of the national "double intelligence" pilot project, build a "vehicle-city" information platform and construct an ecosphere for autonomous driving applications. In terms of digital economy demonstration, we will operate the Northern Big Data Exchange Centre with high quality, actively cultivate digital economy innovation and entrepreneurship projects, and build a digital economy gathering area; develop a special live broadcasting economy, build a live broadcasting economy industrial park, and become an important base for live broadcasting and cross-border e-commerce in the north. In the demonstration of urban wisdom management, we will continue to promote the upgrading of wisdom in urban management, iterate and update the city brain, promote the improvement of the digital base of the wisdom city, and accelerate the layout of new infrastructure to allow the city to run safely and efficiently. In terms of innovation and entrepreneurship demonstration, deepen cooperation with Tsinghua University's Tianjin Institute of Electronic Information and other units to create a platform for the transformation of scientific research results serving Beijing, Tianjin and Hebei; and actively cultivate invisible champion enterprises, national specialised and new enterprises, and strive to create national scientific research platforms in the field of optoelectronics.

As a major cooperation project between the governments of China and Singapore, the Sino-Singapore Tianjin Eco-city has always focused on strengthening international cooperation. 2021 saw the unveiling of the Tianjin Pilot Free Trade Zone Eco-city Linkage Innovation Zone in August. Based on the overlapping advantages of "Sino-Singapore Cooperation + FTZ Linkage", the Eco-city has introduced the first cross-border e-commerce entity, set up a cross-border export e-commerce operation centre, established the first Southeast Asian cross-border talent service centre in the North, released the "Guidelines for International Business Investment Services" in Chinese, English, Vietnamese and Thai, and promoted the Eco-city to Southeast Asian business associations, enterprises and research institutes. In addition to promoting the Eco-city's business environment to business associations, enterprises and research institutions in Southeast Asia, the Eco-city will also help enterprises to make good use of the RCEP international economic and trade rules to expand into the Southeast Asian market.

The Action Plan proposes that the Eco-city will continue to deepen its openness to the outside world and build an upgraded version in four areas: Sino-Singapore international cooperation, innovation of free trade linkages, creation of national brands and replication of standards and experience, in order to build a city of openness and cooperation. In terms of upgrading Sino-Singapore international cooperation, we will focus on cultural tourism, intelligent technology, port and shipping services, green and low-carbon, education and healthcare, and import quality resources from Singapore. In the area of innovation and upgrading of free trade links, the city will build a comprehensive trade and investment platform between Beijing, Tianjin and ASEAN, and become an important node in the "Beijing-Jinjiang-ASEAN International Economic and Trade Corridor". In terms of national brand creation, we will promote the upgrading of the national cultural export base, improve the service level of the public technology platform, promote the construction of the new media talent training base, and train more than 1,000 cultural trade talents each year; promote the upgrading of the construction of the national backbone cold chain logistics base, highlighting the "international cold chain logistics + product deep processing + supply chain finance + local trade settlement It will also promote the upgrading of the construction of the national backbone cold chain logistics base, highlight the characteristics of "international cold chain logistics + product deep processing + supply chain finance + local trade settlement", build a full-chain, full-factor cold chain logistics industry system, and plan the construction of a large-scale trading market radiating Beijing, Tianjin and Hebei. In terms of standard experience replication and promotion, we will make full use of exchange platforms such as the World City Summit and the World Smart Conference to promote the replication and promotion of green development experience in countries along the "Belt and Road"; at the same time, we will systematically improve the development and construction of "experience packages" in various fields. We will actively participate in the preparation of national and international standards, and provide the "Eco-city Solution" for sustainable urban development.

The Eco-city has been able to promote the development of public services from "basic satisfaction" to "quality and balance", creating a five-minute quality living circle for residents. Over the past ten years, the resident population has grown from 5,000 to 130,000, and the student population has jumped from 175 to 28,000, making the city increasingly attractive and radiant.

In order to realise people's aspiration for a better life, the Action Plan draws a picture of a happy life for the residents of the Eco-city in three areas: building a first-class city for living and working, a first-class city for life and health, and a first-class city for marine culture and tourism. In terms of building a first-class liveable and workable city, it promotes the construction of a number of community centres, community parks and other key livelihood projects; orderly expands the scale of group schooling and accelerates the completion of smart education demonstration schools; promotes high-quality local employment, establishes an all-round intelligent public employment service system, relies on key projects to absorb employment and encourages entrepreneurship to drive employment; improves the green transportation system and connects 31 kilometres of slow-moving greenways around the city; Stimulate urban consumption vitality, to create no less than two "night economic gathering areas", to become the northern "Bincheng" consumption centre, vitality centre and cultural and entertainment centre. In terms of building a first-class city of life and health, relying on carrier platforms such as the Biomedical Industrial Park, we will accelerate the development of biopharmaceuticals, in vitro diagnostic reagents and other industries, and integrate the development of recreation and tourism industries to create a national recreation destination; strengthen the capacity of medical services, continue to introduce high-quality medical resources, build a full-coverage intelligent medical service platform, develop diversified and inclusive childcare services and combined medical and nursing services, and maintain 100% coverage of barrier-free public spaces. The coverage rate of barrier-free facilities in public spaces will be maintained at 100%. In terms of building a first-class marine cultural tourism city, continue to create and deepen the construction of a series of cultural tourism demonstration areas and special brands, by 2027, the number of national A-class scenic spots and the corresponding tourism-related honours doubled compared to 2022; in-depth implementation of the whole area garden city construction action, relying on 36 km of coastline resources, string "Bincheng" out to sea tour This year, the Eco-city will celebrate 15 years of development and construction.

This year, the Eco-city will celebrate its 15th anniversary of development and construction, and is in a golden period of high-quality development with multiple opportunities. The Action Plan is the "construction plan" for the Eco-city's high-quality development. In the next step, the Eco-city will also produce a "task book" and a "timetable".
