"Digital City, Standards Leading" International Conference and ISSCC plenary meeting held in China

On December 17, 2020, "Digital City, Standards Leading" International Conference on Standardization of Sustainable Development and the 4th plenary meeting of International Smart Sustainable City Club (ISSCC) was held in Hangzhou, China. Due to the impact of the pandemic, the meeting took the form of a special meeting combining online and offline. Representatives from ISSCC international cities such as the UK, France, Russia, Brazil, Morocco, Israel, Saudi Arabia and the United Arab Emirates connected online with more than 120 urban managers and standardization experts and scholars from various provinces and cities in China gathered on the Bank of Qiantang River in Hangzhou to share the development experience and achievements of digital city and explore the path and direction of development of digital city.

Dr. Bernard Gindroz, chairperson of ISO/TC268 and ISSCC, delivered a welcome speech at the meeting. Dr.Gindroz mentioned that ISO / tc268 and ISSCC have been carrying out international standard development and pilot projects in the field of international standardization for sustainable development for many years, which is leading the global development. He also highly praised the deep participation of standardization of digital smartness in urban sustainable development. Meanwhile, Dr. Gindroz is very happy to see that the application of digital city management system in police, traffic, cultural and tourism, health and other scenes has made the ISSCC member cities move towards smartness.

Mr. Michael Mulquin, chairperson of the smart city system committee of the International Electrotechnical Commission (IEC), stressed in his speech that the development of electronic engineering standards is also an important area of smart city and sustainable development, which can help cities ensure the continuity of services in response to any disaster. He believes that the construction and development of digital city needs close communication and cooperation between international cities, and strengthen in-depth understanding of urban needs.

Mr. Holger Robrecht, director of ISO/TC268 TG3, and Ms. Monika Heyder, German standardization expert, said that standardization of sustainable development is crucial to the management of local governments. In the development of urban sustainable development system, climate change, digitization and epidemic resistance should be taken into account to improve the wisdom and toughness of cities.

ISO37153 project leader and Japanese standardization expert Dr. Yicheng Zhou, as a senior expert in smart infrastructure, elaborated the importance of personal and public data security and confidentiality in the comprehensive management of digital city.

"Smartness is one of the main characteristics of sustainable development. To carry out digital city construction and promote the development of smart city is an important way and method to realize urban sustainable development." Mr. Tang Wanjin, vice president of China Institute of Standardization, believes that the key to smart city construction lies in the digitalization of urban standards and the standardization of urban governance, so as to meet the requirements of real-time management.

Wang Zhuangwu, deputy director of Zhejiang Market Supervision Bureau, pointed out that the overall design, development, management and evaluation top-level management framework of digital city needs to be standardized and under the guidance of standards. Each city should vigorously promote the orderly development of relevant digital industry chain to ensure the stability, interactivity and security of urban big data management.

Speech by official of Zhejiang Market Supervision


The official of Hangzhou municipal government stressed that the future development goal of Hangzhou is to create a sample city for business environment assessment of the world bank, the first city of digital economy and digital governance in China, and an important city for international exchange of Oriental culture through digital city governance.

Mr. Teng Yong, a high officer of Hangzhou City, reviewed the history of ISSCC's establishment in Hangzhou in 2017, and shared the development direction of Jianggan District in Hangzhou in the field of smart city and sustainable development, and the development achievements of leading the development of international standards related to sustainable development.

According to Dr. Qi Tongjun, a senior expert in Hangzhou "City Brain", the Hangzhou's City Brain system integrates and applies advanced technologies such as big data, cloud computing, blockchain and artificial intelligence, realizing a major leap from partial exploration in transportation to comprehensive urban governance, showing broad prospects and great potential in digital enabling urban governance.

At the fourth plenary meeting of ISSCC held in the afternoon at the same day, Ms. Shao Xinhua, secretary general of ISSCC, reported the work of the club this year to all members. This year, the ISSCC Secretariat is committed to deepening the digital exchange platform of global member cities, providing effective standard publicity and technical guidance for member cities, actively visiting and communicating with alliance members, leading the research and development of international standards for sustainable development of business districts and national standards for small towns, and actively participated in International conferences and exchanges through online many times during the outbreak of the pandemic.

Work Report of ISSCC Secretariat

In the future, the ISSCC Secretariat will continue to carry out the standard developing of smart city and digital city, study the top-level design of digital city standards, and promote the sustainable development of China's rural areas and the development of new rural areas, as well as the global sustainable development.

At the meeting, all members of the Club actively shared their construction achievements and development direction in the field of urban sustainable development and smart city, the top-level design of smart city by Chinese Society of Urban Studies, the development of urban sustainable transportation system in Qingdao, the sustainable development of Park City in Chengdu, the pilot practice of international & national standards for sustainable development in Guangzhou, and the cultural and ecological development of Park City in Xianning, are all excellent examples of urban sustainability.

Speech by ISSCC Member Cities


At the meeting, the vice president of Huawei put forward his opinions on the development, management and standardization of digital city from the aspects of technology application and practice deepening of standardization, and proposed that data interconnection and standardization are the future development direction of digital city and smart city.

Sustainable development is the eternal theme of human beings. All participants of the meeting had concensus that they would continue to be the pilot of international standards for sustainable development and the initiator of international standards under the guidance of the alliance, so as to contribute to the practice of sustainable development.

As global promoter of sustainable development and researcher of international standards, ISSCC, through the successful holding of this conference, will continue to implement the sustainable development goals of the United Nations, achieve the goals of "standard co-developing, policy sharing and achievement sharing" of the Club, and actively promote the city to move towards wisdom through the practice and development of international standards for sustainable development.
